A large California county responsible for delivering behavioral health services to children, youth, and families.
The Challenge
For over 20 years, the county sought to establish a youth crisis stabilization center, but efforts repeatedly stalled. In moments of crisis, children were placed in adult facilities — an approach that lacked safety, appropriateness, and developmental sensitivity. Past consultant recommendations were not specific to the county needs.
Ohana HCP’s Approach
Ohana HCP combined rigorous quantitative analysis with collaborative, people-centered engagement. First, our team integrated siloed datasets — from intensive outpatient and residential services to county hospital records and subcontracted provider data — to create a county-specific projection of need. We conducted two virtual focus groups with youth to ensure their perspective was heard. Then, through a two-day human-centered design session, we convened cross-sector stakeholders — including youth with lived experience, law enforcement, schools, hospitals, and behavioral health — to ensure solutions are inclusive, reflect real needs, and create value for all stakeholders involved. Surveys further enriched the analysis, building shared understanding and alignment.
Impact
The result was a clear, evidence-based plan that county leaders trusted. Presented directly to the department head the analysis secured support and approval. The timing allowed the county to successfully pursue state funding to build the youth crisis center. Today, planning is underway, marking the culmination of decades of effort and the beginning of a safer, more developmentally appropriate response for youth in crisis.
